RAOB 7.1 Beta additions ...

RAOB Basic program:
-  New DCAPE calculation option based on minimum Theta-e value found in lower 400 mb.
-  Added ECAPE (Entrainment CAPE) option to the custom data listing display (on sounding).

Analytic module:
-  Improved Hodograph screen graphics.

Special Data Decoders module:
-  Expanded the Iowa Data Decoder to detect data sorting variations.
-  Updated the Canadian ObsTephi Decoder for data format variations.
-  Added new Vaisala Digicora data decoder for 1-Second data files.
-  Added new GRAW_RTS data decoder for 1-second data files.

Binary Decoders module:
-  GRIB Decoders.
    -- Can now process many more data types.

Radiometer Decoders module:
-  Radiometrics Decoder.
    -- Can now process new Scan Mode data formats.
    -- Can now process new Cloud Base Height data.

Advanced Export module:
-  Automatically export many sounding files located in one folder, where each file contains a single sounding.
-  Added option to export ECAPE and Sfc-3km Lapse Rate, C/km.
-  Expanded the multiple data files options to include Layer Data.
